Current head canon is that she was taken and expiremented on in an attempt to make a living weapon by... I dunno, cipher or something. Evil science guys. Project was a failure and she was left for dead at the Virbank Complex, eventually found by my trainer and his team.
Part of it come from Chelsea's original name, 131-C, which was a reference to the SCP 131-A/B, since I thought Magnemite kinda looked like one.
