If it had stayed pure Rock, or at least a type combo that interacted neutrally with Fire and Water, it would be easy to set it up where it could tank Water attacks and receive a boost in relative safety. Now you've got a Rock/Fire mon with one ability it can't utilize 50% of, and another ability that is redundant to the point of parody.
