Giovanni does experimentation on Pokemon and mind control. Accidentally fucks up and creates something he cannot control out of scientific pursuit towards DNA reconstruction and cloning which mirrors modern science and the possibility of unforeseen consequences. So at least there's some meaning behind the story.
