There's not much that would carry over from New Vegas to a Pokémon game unless you built a brand new game in a new engine from scratch. Open worlds don't work within the context of the 2D pokemon games imo. Crystal Clear ended up being a boss rush once I had my set team. There are no moral choices in Pokemon, nor would they fit in with the games presentation. It's not like you're choicing between team Magma who wants more land to farm because of food shortages, team aqua who wants to flood the land to unseat the elite 4 from power at the cost of massive destruction or the elite 4 who run a mostly stable region that's plagued with food shortages and corruption. No, you're a kid who stops the crazy evil team from destroying the world because they're evil and maybe there's a tiny bit of backstory.
