It had some of the best tracks in their respective categories of all time, but it also has a glut of really mediocre or bad tracks.
You can't top Champion, Verdanturf, or Wild Battle, but stuff like Gym Battle is pathetic.
FR/LG wasn't that big of an upgrade.
Rescue Team was memorable and adorable, but by no means perfect on the whole.
The Gamecube games don't reach those heights either, for the most part.
I wouldn't say Pokemon music has ever peaked. They take steps forward in some areas along with steps back in others. But if you took the best tracks of Hoenn / Gen III and set them beside the best tracks of other regions / generations, you'd find it hard to rank.
