All Pokemon are capable of being independent, their desire to work with, learn from, or be with humans is their choice. So you could have as an example a Dewott who learned how to speak, read, and write for whatever reason it wanted to do so. It then chooses to use this ability to mingle with humans to help translate Pokemon speak for people and due to its cutting up things abilities it also helps some humans in a sushi shop as a job (We've seen Pokemon work like this before). It now makes a little bit of money on the side too, so it can buy food. It more than likely would want to do one of the following things: live with a Human, live in a home it can afford itself if that's possible, or make its own home in a nearby location. It doesn't even need to be captured to any of this, being captured would be a good idea though as it avoids random humans being like "Oh! A talking Dewott! *throws pokeball*".
