For the design, yes, it's bland and super uninspired, but it doesn't really need to be anything else. Its a simple concept with a simple execution. Still though, not my favorite.
As for the Pokedex thing, yeah, I like that part. It's sort of cute that it's self-conscious and hides it head away to save face (literally). No, it's not a rehash of Mimikyu 100%, mainly because Mimikyu had to had it's body or people would fucking die.
Competitively, it's actually neat. It's basically a hard counter to physical attackers, getting a free turn to set up on them, but flounder is a special attacker is able to get in on it. Also it just has an interesting moveset.
Overall, that leaves pretty meh for me. If people like it, who am I to judge?
