I feel like the jump to full 3D changes a lot of aspects when it comes to devtime. For XY, how much devtime was spent modeling and animating all of the Pokemon? For SM, how much time was spent making Alola and it's cast from scratch, as well as creating walk cycles for every Pokemon?
I'm not forgiving GF for making bad games, as I abhorred ORAS, but considering how high quality and future proof the Pokemon models are, and how Alola as a region is completed for the most part, shouldn't USUM's dev cycle be adequate for making a proper 3rd version?
