The former is faster, the latter hits harder. It's a very nice way of balancing, IMO.

Though I suppose your point is that it would have outright replaced Garchomp if it hadn't had a hit in speed, which... Well, you're not wrong. But that's not how it was implemented for Garchomp, was it?
The examples are few, but they do exist. There is evidence to show how good megas can actually be. I understand the poor execution ruins it for you now, but I personally don't see that as a reason to write off the mechanic entirely.
