>More coverageThis would only make the few ice-types that are already good a lot better while lower tier ice-types just get into low-tier borderlines. But hey, i'm all in for Regice learning Recover so it gives Blissey some competition as a special wall or Cloyster getting more moves that can take advantage of Skill Link or Freeze Dry for every ice-type
>Better abilitiesSlush Rush is a really good ability, its just that its tied to mons with bad coverage like Beartic. If anything, some ice-types should get Magic Guard or Magic Bounce so Stealth Rock doesn't fuck them over, Articuno would love Magic Guard
>Boost HailHail already has aurora veil and it doesn't help ice-types that much, its the reason A-Ninetales is OU but having Hail mimic sandstorm and give Def instead of SpDef + higher chance of freezing would be neat
>Stop making defensive ice-typesThis more or less contradicts your statement about giving more resistences, some slow-ice types like Avalugg would LOVE having more resistences, hell Alolan Sandslash would enjoy not dying to earthquakes. But i will say that some stat spreads need to be fixed like Articuno, why out of the entire bird trio, Articuno was the only one who recieved a nerf in SpAtk during the special split in gen 2 still bothers me.
Sadly the most that would come from Ice-types getting buffed is just Kyurem-Black getting suspect tested into Ubers and regular Kyurem give company to Staraptor as a Borderline mon that would be amazing in UU
