I see them more as just creatures/monsters without the need for logical evolutionary features, that's kind of where the fun is in monster designs for me. I do also like more natural-looking Pokemon though like Arcanine, Lapras, and Aerodactyl, but I can also appreciate the inclusion of more artificial-looking designs like Weezing, Claydol, Staryu, Magnemite, Porygon, etc.
He is pretty simplistic given that he's basically just balls, but like I said before, I really like that he just looks like a spooky mass of tumors, it's creepy and weird in a cool way. I don't think simplicity or complexity are neither good nor bad, they're just different "modes" that artists need to learn how to draw with. For example, I like Weezing but I find Gastly boring. They're both essentially purple balls of gas, but when you actually study their designs, you'll find that they're actually quite different interpretations of the same concept.
