Rather than the Alolan variant having a longer neck and larger head, it looks to me like the Aloan variant is just skinnier in general and has a slightly smaller body.
Then again, checking the official site, the data for the Aloan variant has the exact same height and weight data as the classic Vulpix. So it might just be the proportions not being to scale. Pokemon art not being consistent with the data is nothing new.
