All this talk about strongest trainers is kind of redundant when Goh is objectively the strongest trainer in the Anime. He has the most legendaries, and even Eternautus is only technically being loaned to Leon.
The only ones who can compete with him are Tobias, who has an unknown number of legendaries and thus can be considered in the running, and Liko, who is on the track to get even more legendaries/alphas that had been trained by an ancient hero.
