If he was inspired by the book and to a lesser extent Occulture he would have absolutely no reason to believe they were from the future until AFTER the time machine was built and he confirmed it was a futuristic pokemon he brought through.

At the same time you can't compare real life media to pokemon media, given the Pokestar movies, specifically the time gate traveller one set in the future looks like a 60s style future rather than media set in the future we had in the modern day.
