At least arm cannons are maneuverable and can be pointed more easily than shoulder cannons, and even its big dumb back cannon is pointing forward. Y'know, in the same direction its eyes are pointing in.
GMax Blastoise's cannons are all pointing away from its line of sight. It needs to look over its shoulder just to see what it's aiming at, and it doesn't even have a long, maneuverable neck (like tortoises in real life) which would be very helpful.
