As the leader of a Gym AND a student studying for his PhD in Paleontology to become the offical Pokemon Professor of a rural Region, Arthur is extremely pre-occupied and thus has constructed his gym around the excavation site he has been assigned to within the town. He also uses the sites' natural traps and tricks in his gym to prevent having to deal with senseless trainers destracting him.
After being defeated by the player and acknowledging that he's stressing out too much, he can be later revisited (after the player revives their fossil Pokemon) and begins using other regional fossil pokemon - the opposite of whichever regional fossil 'mon the player has - to fill the 6th slot on his team.
Upon defeat, Arthur gives a brief speech about not letting your drive to accomplish goals get the better of your common sense, and hands out the Antique Badge and TM 39 (Rock Tomb).
