I'm perfectly happy running a pokemon with imperfect IVs. all of these were captured for example. I've ran plenty with 110-130 total so long as the spread is decent enough to get through a region. perfect IVs are an optional postgame autism thing, I've only bothered to build two pokemon like that so far.
it's true you'll feel the difference in having a bad pokemon due to the increased challenge level, but an all 15 IV starter is perfectly runnable and the baseline I generally go for is 20+ in important stats.
