Design work for only like 6ish Pokemon with no clear idea of what gen 4 will be starts 2003, game is announced late 2004 for a 2005 release date, is announced to be delayed when that time comes and releases September 2006. Earliest beta build is dated February 2006 and hardly has any gen 4 Pokemon beyond the movie ones, a few cross gen evos, starters, Glameow, Buneary, Starly and a listing for "Lizagon" on top of rough GBA style mock up sprites and hardly any work done on the overworld.
Essentially, Diamond and Pearl had a development period of barely above half a year and explains so much of that game's shortcomings. It was the first time the corporate demands of Pokemon as a international brand definitively impacted the games in a way that even gen 3 wasn't affected by and the cracks only continued to grow, GF just got better at trying to cover it up until a few gens later where we're at the situation we're at now.
I don't think they would have gotten away with delaying a new generation in this day and age.
