What I'd personally say is either think of the purpose of your character first or try to create something you like and then divine a purpose from it. But the purpose of the character is a driving factor in the identity.
Do you wanna roleplay it? Is it just that you like luxrays and you wanted to make one that looks cool? Did you want to tell a story? Did you just want 'your' mon? Etc. Then think about a design philosophy: less is more, or full outfit, whether the mon is different from the way his body looks or if he has a normal body and wears accessories. As you can see a lot of what I do is on-model but the mons are all dressed up. Others have a more subtle approach and others do shit like pic related.
There is no right way. There is what your way will be, and you might envy all others thinking 'they are way better' but that's most often not true, they're just different. Pokemons from PMD are different from pokemon from maingame that are different from anime, and same thing with how people design their OCs for whatever reasons. Some focus on psychological traits, others on cool looks, other on cute, etc... Everyone's got their own niche.
