Kyogre on the other hand being able to double its STAB on Water Spout is perfectly balanced though on virtue of being a Water-type Pokémon (a popular typing) according to Game Freak.
I firmly believe that Game Freak/TPCi only cares about what's popular and Diantha's Aurorus losing to Lance's Dragonite/the Rillaboom JPEG slideshow reinforces this my belief. Even to an extent the community where Pokémon like Meganium get shitted on while ugly shitters like Garchomp get praised.
