Citra shows you how 3DS games can look like in an higher resolution, it doesn't make the game actually look "better". In other words, it shows you how the game truly looks like without being held by shitty hardware, how it was fucking created. Kinda like how Dark Souls textures looked like shit in the PS3, but when it got ported to the PC, people were able to see the insane amount of detail the game actually had. It was still the same game, it just wasn't being held back by shitty hardware anymore
Hell, you can also do the same to switch games, meaning that you can compare both at maximum resolutions.
