That being said, I'd be fine with giving it good speed while keeping it's defenses the same. At least then it would have more chances to set up without getting immediately killed. Buffing attack would also be nice, but not as necessary. Buffing them to 120 is also a tad overkill.

Arbok's main niche is Coil-boosted STAB Gunk Shot. Getting rid of it's Poison typing would massively nerf it's most powerful niche.
Secondary Dark typing is a good idea, although I personally prefer it being Poison/Ground. It (arguably) makes more thematic sense, and Poison/Ground is a surprisingly strong STAB combo (much better than Dark/Dragon, by the way).
