new threads are to be posted to the basic standard AND linked in the active Showdown thread to be the new active Showdown thread. If the minimum standards aren't met in the active thread link, then simply don't migrate. If you create one that meets minimum standards but don't post it in the active thread, then it's not deemed the active one either.
However, this is just a fail safe if this first part doesn't work.
