Being cute on it's own isn't adequate design. Contrasting that with a mask isn't anything noteworthy. It doesn't pass the true Pokemon design philosophies, only getting by through being merely inoffensive in the first horrible kitchen sink generation.
It's nothing more than an indistinct and character-less little plant "thing", and Pokemon has a hundred okay to great plant designs already.
