I'm sure he did all of Gold and Silver's sprites because they all seem consistent with his traits. But you can see that the SW demo had older sprites by different artists.
The only Sugimori sprites that don't completely follow a set style are the sprites that were made early in development like Blastoise and Rhyhorn. Compare their RG sprites to their GS ones to see how he changes his proportions, style, and shading. But RG Charizard was definitely not made by the same person who made RG Mewtwo.
