The TM´s are not restricted to the second stage, they are for Charmeleohm and the second stage. I didn´t think this had to be pointed out, because i cant think of a pokemon that cant learn a tm that its prevo could learn. Also most of the reasons some moves are exclusive to the fully evolved form is that it gets no moves. I am going to give Wild Charge to them all.
