Marowak is there to represent Chariot!Ryuji (codenamed "Skull", wears a skull mask, fights with clubs), Tsareena was the best I could come up with for Priestess!Makoto (codenamed "Queen"), and Alolan Ninetales is perfect for Emperor!Yusuke (codenamed "Fox", fox mask, ice-based). I agree that Tsareena itself is an obvious Empress, but it doesn't really have any connection to Empress!Haru (while Bruxish at least kind of looks like and has the right type for her Psy-based attacks).
