The Japanese text comes from a specific official guidebook (I don't trust translations of the title because it seems to be different on every site but the ISBN is 4091028349) and is backed up by an in-game statement so I'm going to assume most Pokemon don't lay eggs and just give birth to premature young, sort of like marsupials in that way. Not saying that remains true in other canons though, the anime is notably different in a few other areas so I can't say for certain what's going on there.
