This chart is the damage Shadow Ho-Oh does with incinerate vs Ferrothorn without weather or friendship boost.
at level 30 Incinerate is doing 58 damage with 15 attack, but if you power up a 10 attack to level 32.5 it's also doing 58 damage. at level 40 a 12 attack is identical to a 15 attack.
That one damage less you're doing compared to a 15 attack really doesn't matter in the long run, and you can easily overcome that by having a friend boost in the raid. Best friends boosts your damage more than any IV could ever hope to. In this example a best friend raiding with you boosts your level 30 10 attack incinerate to 62 putting you on par with a level 40 solo player with 12-15 attack.
