The developers are braindead retards who didn't future proof their own data.
In the case with Stadium/RBY Virtual Console stuff, I don't know why they'd think to even release it in a half ass state besides figuring people would buy it and play it regardless. I also don't know why the fuck they wouldn't think people wouldn't buy RBY/GSC right now on a virtual console version that could connect to Home.
