I'm no artist, but I had an idea. How about a Great Barrier Reef Legendary? It is literally the world's biggest single structure made by living organisms. It can be seen from space. And it obviously is Australian. I think it is enough of a reason.
I also suggest the Water, Poison, Rock and Grass typings. Cnidaria are sea creatures that are mainly defined by the Cnidocytes, explosive cells with toxins in them, used for hunting and defense. Corals are famous for having calcium carbonate exoskeletons. Corals specifically have a mutualistic symbiosis with algae, and contrary to popular belief, it is the algae that make coral colorful.
I'm not sure how formes would be accepted, but as Cnidaria have asexual polyp stages and sexual medusae stages, and legendaries are prone to having more than one forme in the current generations, I'd suggest a two-forme legendary. A Water/Grass forme would symbolize the sea life symbiosis of the Legendary with algae, as well as be a "life forme". A Poison/Rock forme would symbolize the two most-well known body parts of Cnidaria, as well as connect to coral bleaching (algae at high temperatures become toxins to the coral, and it expels them. This typing would also show the coloration of calcium carbonate. The problem here is that corals would fit better with the Rock and Grass typing, and Jellyfish would fit better with Water and Poison typing. I'm sure we can reach an agreement on the typing with surveys, and other suggestions.
Some anon suggested that we make this the guardian of the Great Barrier Reef-based location, and I think it's a fantastic idea. It looks like we don't have a pixie legendary yet, so I'd suggest that we make a Celebi/Shaymin type of pixie, with a theme similar to theirs. The pixies don't have forms though, so we could either make a survey to decide this thing's type, or make it like Manaphy/Phione with different typings (metagenesis/alternation of generations + Manaphy's shenanigans have a lot of sense).
