Japan knows how to draw black people, and that most certainly isn't intended to be one of them; compare that to pic related, who IS intended to be black. The thing about Japs is that they're an island nation, and they tend to tan very easily, especially those from the surrounding isles and provinces. That's all you're seeing here - a clearly Asian girl with a bit of a sun tan.
