If we were to go with the "neutral form" as the standard form, why not give it swirling wind currents around its horns instead of giant tornadoes (which could be kept as a dex entry).
On the left is a different design altogether. The long sleeves of fur resemble large tornadoes. I tried to keep the mage look but I think it turned out looking a bit like a fashion model with a big fur coat.
