Zippers, chains and belts have more of an implied function than hair and manes, which is why it looks awkward as hell you put them in incomprehensible places.
Most of the mane/hair features make more sense for both the pokemon's design and concept than a random zipper in the middle of a shirt. Ampharos has the sheep/wool theme behind it, Gogoat has a bush fitting with his grass theme, Froakie is a water type and even uses the bubbles as a tool, Tyrunt has the ruler concept behind it, in which pic related makes sense.
