Its a sound-based attack which ignores substitutes and leaves room for strats like Throat Spray, making it objectively better than Fire Blast. Overheat could work on a specs set or a set that would rely on TS's special attack boosts for an occasional nuke but otherwise your better off just spamming it's signature move to snowball stat boosts for it's non-fire type attacks
