I thought it was level 40 but other anon says level 31.
Level 31 is the trainer level that you can start earning candy XL at all, but the Pokémon's level is a factor.

They did something to their asset management that both made "Download All Assets" possible, but also seemed to fuck up animations for some Pokémon like Hisuian Sneasel and costumed Vulpix for a while.
