In order to do even a modicum of damage, you need to focus on speed first. Fortunately, priority, like Entei, is your friend. The beast is fitted with ExtremeSpeed, and you'd be dumb enough NOT to use it.

With a sound barrier-shattering roar, Entei hops from rooftop to rooftop in seconds as he tracks Quilladin down. Little does Quilladin know, evolving has a trade-off weakness.
Chespin was smaller, and thus more nimble and quick on his feet to make up for his lack of strength. Meanwhile, while Quilladin is definitely tougher and gruffer, his speed suffers drastically due to his stubby form.
He's like a teenager mid-puberty, and that is his weak spot, the spot you need to exploit.
Quilladin starts to get a clue about this hindering as he makes it to a glass dome building, a mistake for him. The chubby hedgehog is quickly suffering, he doesn't have the stamina in him to keep going.
Even so, he powers through, attempting to scale the glass dome before you can pounce him.
