Digmon didn't. I love it, but it didn't have the consistency pokemon had. This applies to the animes and games.
I think if Bandai had been quicker to release a real game, focused on proper localization, and advertising we may have seen things play out a bit differently. It lacks the ability to appeal to the greater masses, but it could have had a significantly less bumpy life.
