Gen 5 dragon dominance was a combination of the sheer stat advantage the various dragons had over the opposition (the dragon-types in OU were usually BST 600 and in one case BST 700), the ubiquity of the good dragon type moves (Draco Meteor could be taught to literally any dragon type and Outrage was a move tutor), dragons only having a single weakness (i.e. Ice, and Ice is such a godawful typing to actually have that the aforementioned BST 700 was in OU rather than Ubers), and the fact that only one type resisted it (i.e. Steel, and almost every single dragon got access to Fire Blast and/or Earthquake to handle those).
Nether types do not have that stat advantage over other puppets (the highest BST of any nether puppet is EikiD at 550, who is defensively oriented anyways; the very good MimaP and YuyukoP sit at 540 but have poor speed), their good moves do not have widespread availability at all (Midnight Apparition is available on only 5 puppets and Starving Spirit is available on only 3, with the next best option being BP 80 in the latter case and the next-best being BP 75), and the fact that Nether has more weaknesses than Gen 5 dragon did (it's weak to itself, Light, and Dark; note the one type that resists it is also SE against it).
There are other reasons (such as how Dragons were fast, bulky, AND hard-hitting whereas nether-types are 2/3 of those at best, a side effect of not having BST 600s everywhere with the typing because hemo apparently knows how to balance better than GF), but regardless, there won't be a Gen 5 Dragon situation.
Because in the expansion, Sound now resists Nether in addition to Light. It won't hit for SE back, but Nether now is resisted by 2 types rather than just one.
