Arceus isn't even remotely a god.
Instead he's more of an "ancient aliens helped humanity build the pyramids" figure.
He didn't create the world, but he did help early humans and Pokémon create functional societies, bringing them knowledge of construction and irrigation, like with Prometheus and fire, before disappearing from the world to merely observe.
Of course, early man is stupid and had little but oral tradition to pass on its history, and so Arceus was considered to be a god and the tales of his exploits became exaggerated myth. After all, he can create elemental effects out of nothing so it's easy to assume how he could be confused to be a creator god by early man.
