In-game, they're just really strong pokémon, in lore Arceus is explicitly stated to be but a shard of the great incomprehensible Deity that is Arceus. In other words, the pokémon is the Avatar the creator above all takes the form of, when it wishes to visit the lands It created.
Never mind that the game displayed that, by having It appear as a formless, brilliantly blinding white light, while in the Hall of Origin (part of the Earthly realm) and in the land of Hisui, it takes the form of a 4-legged, brilliantly white pokémon, with the power of all the known types and ability to cycle through to best suit Its needs, as the Gen 4 movies established.
