Leaks are, in fact, pretty much illegal, because developers and publishers make iron clad Nondisclosure agreements with all parties involved to prevent shit like this. That's why "leaks" are often blurry or unfocused or otherwise not terribly well shot. Because they're done on the sly. It's also why fakers get away with making such shit fakes, because people expect leaks to be low quality.
What you're talking about is "a teaser." Something officially released with little to no context to build hype while the developer or publisher prepares a more in depth trailer or press release, often quite a ways down the line. That Lucario fighting Blaziken thing? That WAS official. It was shown as part of an official Pokemon retrospective at an official Pokemon event. The specific product had not been officially named, but that teaser was nevertheless official confirmation something was being developed.
