Nothing stopped them from pulling off Arora and it was probably Yuyama's idea to go off with the AU verse since he seems well-versed in milking nostalgia up before MPM. It was also a nice gesture of them to credit Shudo in the 20th movie, but the merging of an gen 1 rehash to push some gen 7 mons and mythical was a bit weak.
