paint.net (its FREE), and edit their sprites on a pixel level, you can get pretty much any sprite in-game from Bulbapedia. Just use their faces for the guidelines of flesh-tones, not even gen VI uses more than like three colors for skin, hair, and each item of clothing individually.

you'll note this isn't showing anything rulebreaking since she's fully clothed, first is the regular sprite (Celebrity class from B&W2), second is the same sprite with flesh-colored leggings.
