They just want to drive the overall quality of the board further into the ground. It sounds pointless, but some people don't have anything better going on in their lives. The best you can hope for is that most of them are underage and that this is the reason why they have so much free time on their hands.
With that being said, the idea that Johto's Pokemon distribution is bad is one that has traction even within Johto's own fanbase, but it mostly just comes down to not being able to get newer Pokemon quicker. And if that's your criteria for what makes distribution bad, then it probably is bad, and by comparison, Unova blows it out of the water. But I think that the argument is inherently circular without a qualifier of GOOD Pokemon distribution, which is pretty easy to establish right at the start of the conversation. OP is asserting that the sheer variety of Pokemon you can collect before beating Falkner is superior to the variety of Pokemon you can get before beating the triplets in Black and White. Which does establish a premise, albeit a dumb one.
Black and White are better compared to RBY and Black and White 2 are better compared to GSC, as both games were trying to emulate Gen 1 and Gen 2 respectively in various design choices, the biggest flag being the inclusion of the little 2 on the end of their names, as an allusion to a time when GS were simply "Pokemon 2".
