Jynx's exaggerated features were supposed to recall the yamanba of youkai folklore and make a playful poke at ganguro girls. (Yamanba can refer to either the demon or to girls that take ganguro "too far.") The former's been prime material for kids' media literally since the Edo period. But nobody reads the same symbols in exactly the same way, and local culture changes what the same thing means to different people. So a ganguro yama-uba/yamanba from Japan gets read as a black mammy sambo in North Carolina, and Nintendo goes on damage control to make something in the middle that's still recognizable in its home country but doesn't cross the line in the west.
