Currently building my Rain Team, and after some back and forth this is what I ended up with.
I'm rather new to competitve, so I could use a little word on where the weaknesses in my current setup lie, how to go against them or what is just plain unnecessary. I don't know the online metagame, so I just build the team based on what generally seems good to have.

Used mainly for setting up Rain and giving me some general coverage. Full Speed and Sp.A EVs.

Special Wall. Flamethrower for coverage, could use some advice what else to pick, since Flamethrower will be weak in rain. Also not sure on that held item.

I also thought about a physical kingdra instead of kabutops, Wish vaporeon instead of Starmie and maybe using an aquajet Azumarill.
