If it cant be somewhere completely new, Johto. That way there, for story sake, trainers could get alternative items via things like Kurt's Apricorn balls instead of pokeballs, heal/revival herbs instead of potions/revives, etc.

There would probably be a mob/corporate thug element to the grunts and admins.
Kind of like Aether, they would appear friendly enough. They'd all claim that by doing what they do the team helps the region and provides invaluable services. Under the surface, though, not so much.
Not sure what to call the team but otherwise, I think those are the basics.
