Power creep refers to a phenomenon where an overall power level increases steadily, usually over a long period of time.
The prevalence of shitmons should give you the indication that this isn't the case in Pokemon, but to drive the point further home, do you want to guess what percentage of Pokemon from Generation 1 make up the Overused tier? Brushing Megas aside, it comes to about 16%.
There's no prize for working out what that is in fractions.
What you're really talking about is a bell curve, but that sounds far less dire for use as bait.
