The strangely shaped head fits it well considering its exaggerated head proportions from the first two stages, it also gives off an aerodynamic feel to it, which fits since its supposed to be a ninja which are agile. the tongue was also a creative design for its evolution, acting as a scarf that partially hides some of its face. Its just a really well designed pokemon that looks and feels what it represents.
